Government Data Exchange

MoTC objective with this project was to build a state-of-art Data exchange platform to provide a consistent way to share data across/within various government entities in a well governed and process-oriented manner to deliver customer centric digital services to the public. While providing governance, processes, policy, standards, data dictionary and technology for exchanging data between government entities. All the data traffic will take place on the secure Qatar government network.

End-to-end transactions often need one government entity that provides digital services to access data held by another government entity to avoid the need to ask the public to provide the information again. Data sharing across and within government entities improves government efficiencies and collaborations and delivers customer-centric digital services to the public.

While providing governance, processes, policy, standards, data dictionary and technology for exchanging data between government entities. All the data traffic will take place on the secure Qatar government network.

• In 2017 GBM was awarded the GDX to deliver the below:
  Consultancy Track from IBM for building/designing the GDX platform along with Data Governance
• GBM started the initiative with MOTC to Assess and to transform the current services provided on GDX into SOA services and create the new services using the SOA principles and methodologies
• A user data portal that enables GDX interaction with the service providers and consumers to enforce GDX SLAs and policies.
• Migrate the existing Government Service Hub to the new Data Exchange platform
• Provide 3 new datasets by integrating with 2-6 government entities
• Create Data exchange portal for consumer to search for a service
• GDX Phase2 is hosted in Azure platform to meet new challenges in the Digital environments, requirements and respond to new demands.

• Develop a more open government

Indeed, MoTC business objective behind GDX is to be the hub for all data exchange between government entities, allowing Data held by a Data Provider (also known as Data Source Agency) to be accessible to a Data Consumer (also known as Data User Agency) securely, online and in real time. In order to create efficiency and effectiveness and ensure data integrity by using “sources of truth” for core data to improve data accuracy, consistency, and quality.

To Deliver on the above, and match up to MOTC’s expectations, GBM combined its high-level consultancy approach and its technology expertise and deep know-how.

The project was delivered on 2 tracks:

1. Consultancy Track – Provided by IBM to cover the following work areas :
   a. Governance and Processes
   b. GDX Platform implementation
2. Technical Implementation Track – Provided by GBM to cover the following work areas :
   a. GDX Technology infrastructure
   b. GDX dataset Migration & pilot Implementation
